בְּנֵ֖י שִׁמְע֑וֹן נְמוּאֵ֣ל וְיָמִ֔ין יָרִ֖יב זֶ֥רַח שָׁאֽוּל׃

The genealogies of the tribes of Israel follow a deliberate order rather than a random sequence. Simeon is placed immediately after Judah, even before Reuben, the firstborn. The primary approach among commentators is that this arrangement is based on geography. Simeon's designated land was located entirely within the borders of Judah's territory. This lack of an independent, separate land actually fulfills the ancient prophecy of Jacob, who declared that Simeon's descendants would be scattered and divided among the rest of the nation [רד״ק].

When looking at the names of Simeon's sons, there are slight differences compared to how they appear in the earlier books of the Torah. For example, Nemuel is the same person known as Jemuel in Genesis and Exodus, though the book of Numbers uses the same spelling found in this later record [רד״ק]. Similarly, the son named Jarib appears in place of Jachin [מלבי״ם]. These variations are common in biblical history. It is a frequent occurrence for names of people or cities to have one or two letters swapped. In some cases, entirely different names are used to identify the same individual in different parts of the biblical record [רד״ק].
