וְשַׂמְתִּ֤י מִשְׁפָּט֙ לְקָ֔ו וּצְדָקָ֖ה לְמִשְׁקָ֑לֶת וְיָעָ֤ה בָרָד֙ מַחְסֵ֣ה כָזָ֔ב וְסֵ֥תֶר מַ֖יִם יִשְׁטֹֽפוּ׃ {ס}

A massive construction project serves as a powerful metaphor for the reshaping of society and God's active leadership in the world. Just as a master builder relies on precise tools to ensure a structure is perfectly straight and stable, God establishes morality and justice as the absolute standards by which a nation is measured. Alongside the building of this corrected society comes a promise of total ruin for the false illusions of safety upon which sinners rely.

The imagery draws directly from the tools of a mason. A measuring line is stretched horizontally to align the length and width of a building, while a plummet—a heavy weight hung from a string—is used to verify that a wall rises perfectly straight into the air [רד״ק, שד״ל, מלבי״ם]. The primary approach among commentators is that justice and righteousness will become the exact criteria guiding the nation, particularly during the era of King Hezekiah [רד״ק, שד״ל, שטיינזלץ, אבן עזרא]. Building on this, the [מלבי״ם] explains that justice represents the horizontal relationships between people, much like the measuring line stretching across the ground. Righteousness, on the other hand, represents the vertical relationship between humanity and God, mirroring the plummet that points upward toward the sky.

Alternatively, these measuring tools represent God's precise system of reward and punishment. In this view, justice acts as a strict measuring line to punish the wicked exactly according to their misdeeds, without adding or subtracting a thing. At the same time, righteousness serves as a plummet to guide the righteous and grant them their exact reward, ensuring that wrongdoers are eliminated while the just are saved [רש״י, מצודת דוד].

As this new foundation is laid, the false reality of the wicked collapses. Like shovels used to vigorously sweep away ashes and dirt [רש״י, מצודת ציון, אבן עזרא], heavy hail and sweeping waters arrive to cleanse the land. These natural forces symbolize a severe punishment or an invading army—most likely the Assyrian forces led by Sennacherib [רד״ק, מצודת דוד, אבן עזרא], or possibly the downfall of Egypt [שד״ל]. This destructive power will completely wash away the hidden shelters, false idols, and political alliances that the sinners vainly trusted for protection [רש״י, שטיינזלץ]. The [מלבי״ם] details this ruin as a thorough, two-stage process: first, the heavy hail shatters and crushes the false refuge; then, the rushing waters sweep away the debris, ensuring that not a single trace of their false security remains.
