This divine law was imposed directly upon the crashing breakers and waves themselves [רמב"ן].
From a broader philosophical perspective, this act involved breaking the very laws of physics. Naturally, water is a lighter element that should completely envelop the heavier earth. During creation, God shattered this natural tendency, forcing the oceans to gather in one place against their nature so that dry land could emerge [תקות אנוש]. In a similar vein, this forceful retreat of the waters is compared to the intense physical crisis of childbirth, as if the ocean gave birth to the dry land when the waters withdrew under divine command [מלבי"ם].
To illustrate the sheer force required to hold the ocean back, the imagery of a fortified city is used.
