כֹּ֥ה עָשׂ֖וּ אֲבֹתֵיכֶ֑ם בְּשׇׁלְחִ֥י אֹתָ֛ם מִקָּדֵ֥שׁ בַּרְנֵ֖עַ לִרְא֥וֹת אֶת־הָאָֽרֶץ׃

Moses confronts the tribes of Gad and Reuben, drawing a sharp historical parallel between their request to settle across the Jordan River and a tragic event from the nation's past. He links their desire to stay behind to the severe failure of the scouts who were sent to explore the land during the Israelites' second year in the desert [ביאור שטיינזלץ]. The core failure of those original scouts was not the act of exploring, but the devastating result: they discouraged the people and caused them to lose hope of ever entering the land [מלבי״ם]. The tribes of Gad and Reuben did not intentionally try to incite a rebellion; their request to stay behind was based on practical, clearly stated reasons. Yet, Moses still compares them to the earlier scouts. This remains true even if the words are spoken innocently, without any intention to speak poorly of the land [ברכת אשר על התורה].

Looking back at that initial mission, the goal was remarkably simple. The men were sent merely to look at the land and determine its quality. They were not tasked with gathering military intelligence for an upcoming invasion, because God had already arranged to carry out the conquest Himself [מלבי״ם].

This fateful mission began at Kadesh Barnea. The full name of the location is specified to distinguish it from another place simply called Kadesh, ensuring no one mistakenly assumes the area was owned by a person named Barnea [רש״י, שפתי חכמים]. Ancient traditions describe this starting point as a vibrant area, characterized by colorful landscapes that were beautifully blanketed in lush green grass [נתינה לגר].
