Numbers 7:6Sefaria

When substantial physical gifts are brought forward to support the transport of the Tabernacle, the heavy wagons and oxen are received and handed over to the servants tasked with carrying the heavy loads. The distribution of these gifts is not an arbitrary process. Rather than relying on his own judgment to organize the holy work, Moses allocates the resources based on a direct command from God, adding nothing from his personal reasoning [מלבי״ם]. Furthermore, the transfer of these tools is executed in perfect alignment with the original intentions of the leaders who donated them [צפנת פענח].

These gifts hold a unique legal status that sets them apart from standard communal offerings. In a typical public donation, the giver completely surrenders any financial claim or ongoing connection to the property. However, the wagons and oxen are classified as a specific, private contribution. Because of this distinct definition, the items are treated differently in the long run. While the oxen are ultimately offered as sacrifices, the wagons remain legally linked to their original owners. Once the wagons are no longer needed for practical use, they are returned to the heirs of the donating leaders [צפנת פענח].
