כֹּ֤ה אָמַר֙ אֲדֹנָ֣י יֱהֹוִ֔ה בְּיוֹם֙ טַהֲרִ֣י אֶתְכֶ֔ם מִכֹּ֖ל עֲוֺנֽוֹתֵיכֶ֑ם וְהֽוֹשַׁבְתִּי֙ אֶת־הֶ֣עָרִ֔ים וְנִבְנ֖וּ הֶחֳרָבֽוֹת׃

A profound connection exists between the spiritual condition of the Israelites and the physical state of the Land of Israel. The physical revival of the land is not merely a practical rebuilding effort, but a direct result of spiritual purity. The primary approach among commentators is that this restoration depends entirely on a process of atonement, a time when God cleanses the people from their multitude of sins [מנחת שי, מצודת דוד]. Only after complete repentance removes every last trace of wrongdoing can the lingering scars of the land's destruction finally be erased [מלבי״ם].

Once this spiritual cleansing is achieved, a dramatic physical transformation follows. The cities that were left empty and desolate during the exile will be repopulated [מצודת דוד, שטיינזלץ, מצודת ציון]. Places that were violently destroyed and left in ruins will be fully rebuilt [צאינה וראינה, מצודת ציון]. What was once a barren wasteland will become a cultivated, fruitful landscape, and the settlements will rise again as strong, fortified cities [אברבנאל].

A deeper layer of this promise addresses the actual locations where the sins took place. Typically, true repentance requires a person to correct their past actions in the exact place where the wrongdoing occurred. This presents a complex challenge, as the Israelites had practiced idolatry throughout all their cities, leaving behind a damaging spiritual residue in those very spots. Logically, to completely uproot this historical sin, the entire landscape would need to be altered, flattening the mountains and hills where idol worship took place. However, when God completely purifies the people and they return to Him out of genuine love, these locations cease to be spiritual obstacles. Instead, the places themselves are transformed into merits. Because of this profound spiritual shift, there is no need to destroy the natural landscape. The cities can be rebuilt in their exact original locations, fully restored once the sin has completely vanished [אהבת יהונתן].
