Isaiah 28:19Sefaria

A relentless wave of disaster is approaching, bringing with it unceasing terror and destruction. This impending tragedy acts like a whipping scourge or a rushing stream, striking the people every time it passes through the region It is a constant threat that can strike at any time [מצודת ציון]. The disaster unfolds as an unbroken chain of troubles and harsh decrees that do not pause for a single moment, persisting morning after morning, day and night [רש״י, שד״ל]. An enemy army will march forward without rest around the clock, its threatening presence revealed anew each dawn as it draws closer to Jerusalem [רד״ק].

Commentators offer different perspectives regarding the identity of this advancing force. Some identify the threat as the Assyrian king on a campaign of conquest, toppling the cities of Judah one after another [מלבי״ם, שד״ל]. Others view the events as a prophecy detailing the ultimate destruction of Jerusalem at the hands of Nebuchadnezzar, the king of Babylon [אברבנאל].

Beyond the physical destruction, these events will take a profound psychological toll on the nation, inducing deep fear, shuddering, and physical trembling This intense reaction is deeply tied to how the people process the unfolding tragedy, which is understood through two primary approaches. The first approach focuses on the sheer horror of the news itself. Simply hearing and comprehending the harsh reports of surrounding cities falling will strike absolute panic into the hearts of the listeners Anyone who learns of the tragedy will be physically shaken by the overwhelming fear of what has occurred [אבן עזרא].

The second approach suggests that this intense fear serves a deeper educational purpose for spiritual awakening. Because the people currently refuse to believe the warnings given to them [רד״ק], the ultimate goal of the disaster is not merely to punish or exile the nation. Rather, the shock is designed to terrify the people so they will finally understand the message. The profound horror of the situation is meant to force them to listen to the prophets, accept God's prophecies, and internalize the spiritual truths they have long ignored [מלבי״ם, אברבנאל].
