They carefully frame their accusation by first highlighting Daniel's origins as an exile from Judah. Mentioning this fact is highly deliberate. Because of his status as an exile, Daniel was expected to show complete submission and obedience to the crown. By pointing out his background, the ministers make his refusal to comply appear far more severe and deeply rebellious [יוסף אבן יחיא].

The core of their accusation is that Daniel pays absolutely no attention to the king. The primary approach among commentators is that Daniel's actions are portrayed as a complete refusal to acknowledge the king's authority or fear his power. The ministers seize this opportunity to present his behavior as a direct, personal insult to the monarch [מלבי״ם]. They emphasize that Daniel is entirely ignoring the explicit, signed royal ban. Instead of submitting to the law, he simply continues his daily routine, praying and bringing his regular requests before God three times a day.
