שְׁפַר֙ קֳדָ֣ם דָּרְיָ֔וֶשׁ וַהֲקִים֙ עַל־מַלְכוּתָ֔א לַאֲחַשְׁדַּרְפְּנַיָּ֖א מְאָ֣ה וְעֶשְׂרִ֑ין דִּ֥י לֶהֱוֺ֖ן בְּכׇל־מַלְכוּתָֽא׃

Taking control of a vast, newly conquered empire brings complex political challenges and the constant threat of rebellion. To establish his rule and ensure stability, King Darius initiated a sweeping administrative reform across his territories. The plan seemed highly effective and proper to the king [מצודת דוד, ביאור שטיינזלץ]. He divided his empire into one hundred and twenty distinct districts, placing a single governor in charge of each region [יוסף אבן יחיא, מצודת דוד]. This reorganization was specifically focused on the newly acquired Chaldean kingdom of Babylon [אבן עזרא].

These officials were not standard local leaders but served as direct representatives of the crown. Their primary responsibility was to monitor local authorities and ensure strict compliance with royal law [מלבי״ם]. As a historical note, while a later administration under Ahasuerus ruled over one hundred and twenty-seven provinces, those additional seven regions may have been managed directly by the senior officials of Persia and Media [מלבי״ם].

Beneath this administrative restructuring lay a carefully calculated political strategy. A new ruler naturally questions the loyalty of the existing power structure and faces a difficult choice: remove the current leaders and risk a revolt, or bring them closer. Darius chose to empower the existing Babylonian officials. Dismissing one hundred and twenty entrenched leaders could have easily sparked an immediate uprising. Instead, he offered them an unprecedented promotion. While they previously held authority only over specific cities or limited areas, they were now granted sweeping power throughout the empire.

This sudden elevation was designed to secure their loyalty and prevent any potential conspiracy against the new king. The plan was executed immediately upon conception, leaving the officials with no time to organize a rebellion [אלשיך]. Ultimately, this extensive bureaucratic network protected the king on two fronts. It prevented political damage from hostile factions while also relieving him of the immense physical burden of managing a massive empire entirely on his own [מלבי״ם].
