וְעֵ֤לָּא מִנְּהוֹן֙ סָרְכִ֣ין תְּלָתָ֔ה דִּ֥י דָנִיֵּ֖אל חַֽד־מִנְּה֑וֹן דִּֽי־לֶהֱוֺ֞ן אֲחַשְׁדַּרְפְּנַיָּ֣א אִלֵּ֗ין יָהֲבִ֤ין לְהוֹן֙ טַעְמָ֔א וּמַלְכָּ֖א לָֽא־לֶהֱוֵ֥א נָזִֽק׃

To manage a vast empire and oversee its many provincial leaders, a clear chain of command was established. Three senior officials were appointed to stand above the regional governors, creating a system where the lower officials were required to report, provide accounts, and offer counsel to the higher tier. The primary approach among commentators is that this entire structure was designed to protect the king from harm, though this protection took two distinct forms. On a practical level, the hierarchy shielded the king from the overwhelming burden of managing every detail of the empire. The senior officials consolidated all the necessary information, leaving the king to personally judge only the most complex and difficult matters [יוסף אבן יחיא]. At the same time, the king needed a strict oversight mechanism to ensure the empire ran smoothly, to provide wise counsel, and to prevent financial losses or hidden rebellions by powerful regional leaders.

Daniel was placed at the center of this new leadership structure. His appointment stemmed from his long-standing reputation, dating back to the Babylonian era, as a man of unmatched wisdom and absolute loyalty [שטיינזלץ, אלשיך]. However, the decision to appoint a trio of senior officials rather than a single supreme minister presents an interesting dynamic. The primary approach among commentators is that the king sought multiple advisors to ensure balanced and careful decision-making. Yet, another perspective suggests that the king actually wished to appoint only Daniel, trusting his unique ability to uncover the true motives of the regional leaders and foil their plots. To prevent jealousy and unrest among the empire's officials at the prospect of a Jewish man ruling over them, the king deliberately formed a three-person council. This arrangement masked the reality that Daniel was the true pillar of the administration and the king's most trusted confidant [אלשיך].

Within this system, the regional governors were allowed to manage their territories as they saw fit, but they were strictly required to explain and justify all their actions to the three senior officials. By reviewing these reports, Daniel was able to apply his wisdom to decipher the hidden intentions behind the governors' decisions. He could verify that no one was secretly plotting corruption or rebellion, thereby guaranteeing that the king remained completely secure and free from harm [אלשיך].
