אִתְיָעַ֜טוּ כֹּ֣ל ׀ סָרְכֵ֣י מַלְכוּתָ֗א סִגְנַיָּ֤א וַֽאֲחַשְׁדַּרְפְּנַיָּא֙ הַדָּֽבְרַיָּ֣א וּפַחֲוָתָ֔א לְקַיָּמָ֤ה קְיָם֙ מַלְכָּ֔א וּלְתַקָּפָ֖ה אֱסָ֑ר דִּ֣י כׇל־דִּֽי־יִבְעֵ֣א בָ֠ע֠וּ מִן־כׇּל־אֱלָ֨הּ וֶֽאֱנָ֜שׁ עַד־יוֹמִ֣ין תְּלָתִ֗ין לָהֵן֙ מִנָּ֣ךְ מַלְכָּ֔א יִתְרְמֵ֕א לְגֹ֖ב אַרְיָוָתָֽא׃

A newly crowned leader from a foreign land faces the immediate challenge of solidifying his power. To secure the king's rule, the ministers of the empire band together to propose an absolute decree. It is a calculated political and theological strategy designed to cement his authority and instill a sense of absolute awe among his subjects.

All ranks of the government, including ministers, deputies, satraps, officers, and governors, consult together to craft this plan [רש״י, ביאור שטיינזלץ]. The primary goal is to firmly establish and maintain the king's grip on the empire. Because he has just begun his reign and arrived from another country, his authority requires urgent reinforcement [רש״י]. The officials present the initiative to the king as a highly beneficial move. They argue that if the public is forced to fear him and serve him exclusively for thirty days, the deep psychological impression of this complete submission will remain permanently ingrained in them for the rest of their lives [יוסף אבן יחיא].

To achieve this, the officials seek to formalize the decree as an unbreakable and unchangeable bond, carrying the strict weight of a severe personal vow [מצודת דוד, אבן עזרא]. The law demands that any person making a request of any kind must direct it solely to the king [רש״י]. Citizens are completely forbidden from praying to any deity or seeking assistance from any other human being. The legislation is designed to send a clear message to the public that there is no power in the world besides the king, and that everything ultimately flows from him [מצודת דוד]. This concept perfectly matches the historical status of an empire's ruler during that era, as the masses often viewed their monarch as a figure possessing divine qualities [ביאור שטיינזלץ].

To ensure total compliance, a terrifying penalty is attached to the new law. Anyone who violates the decree by seeking help or directing a prayer to anyone other than the king will be cast into a deep pit [אבן עזרא, ביאור שטיינזלץ] where the royal lions are kept [רש״י].
