וְהָ֣אֲנָשִׁ֔ים אֲשֶׁר־שָׁלַ֥ח מֹשֶׁ֖ה לָת֣וּר אֶת־הָאָ֑רֶץ וַיָּשֻׁ֗בוּ (וילונו) [וַיַּלִּ֤ינוּ] עָלָיו֙ אֶת־כׇּל־הָ֣עֵדָ֔ה לְהוֹצִ֥יא דִבָּ֖ה עַל־הָאָֽרֶץ׃

The tragic turning point of the scouting mission occurs when ten leaders transform a national assignment into a campaign of propaganda and incitement. Originally, these men were worthy and distinguished leaders who had earned the complete trust of Moses. However, they betrayed their mission and ultimately became his enemies [ספורנו, שפתי כהן, אור החיים]. Their safe return from the mission was a miracle in its own right, as they had walked unharmed among giants. Yet, instead of allowing this divine protection to inspire faith, they exploited their safe return for a destructive purpose [אור החיים]. They did not come back to deliver a reliable military report to assist in conquering the land. Rather, their sole objective in returning was to spread false propaganda [העמק דבר, שטיינזלץ].

The scouts themselves initiated the slander, feeding the people their narrative and actively inciting the entire congregation to rebel against Moses and God [ביאור יש״ר, העמק דבר, רש״ר הירש, אבן עזרא]. They executed this rebellion with calculated cunning. Initially, they sparked anxiety among the elders and the leadership by arguing that the inhabitants of the land were too strong. While the leadership was preoccupied with this strategic concern, the scouts turned directly to the masses to spread outright lies. They used this tactic because they knew they could not successfully lie to the elders, who would have immediately recognized the deception [ספורנו].

The very nature of their slander was rooted in the habitual movement of the lips, constantly speaking about their target [רש״י, רשב״ם]. Commentators differ on the exact implication of this speech. One perspective suggests that such talk can be either positive or negative, which is why it is sometimes explicitly labeled as bad to clarify its malicious intent [רש״י]. A contrasting view maintains that this type of speech inherently signifies lies and slander, with any additional negative descriptors serving merely to emphasize the severity of the falsehood [הטור הארוך בשם הרמב״ן]. The core of their lie was taking a perfect, thriving land and fabricating a story from their own hearts, falsely describing it as a land that devours its inhabitants [אור החיים, הטור הארוך, ברכת אשר בשם הרמב״ן].

This sequence of events serves as a severe indictment, explaining why God did not delay His anger and instead struck them with an immediate plague. The scouts embodied a combination of factors that prevented forgiveness. They were men of high stature, they betrayed their close relationship with Moses, they ignored the miracles they experienced on their journey, they sinned and caused the masses to sin, and they had the audacity to label a perfectly beautiful land as bad [אור החיים, חזקוני, צרור המור]. The resulting plague was an exact measure for measure punishment. Because they sinned with their tongues and spread lies about the Land of Israel, which is considered the navel of the world, their punishment manifested physically. Their tongues elongated down to their navels, and worms emerged to consume their bodies [שפתי כהן, ברכת אשר]. Ultimately, this physical demise also represented a complete spiritual death, resulting in the loss of their portion in the World to Come [מלבי״ם].
