וְלֹא־יָכֹ֣ל מֹשֶׁ֗ה לָבוֹא֙ אֶל־אֹ֣הֶל מוֹעֵ֔ד כִּֽי־שָׁכַ֥ן עָלָ֖יו הֶעָנָ֑ן וּכְב֣וֹד יְהֹוָ֔ה מָלֵ֖א אֶת־הַמִּשְׁכָּֽן׃

The climax of building the Tabernacle brings a miraculous phenomenon. The physical structure is complete, yet a divine barrier prevents even the greatest prophet of the generation from stepping inside. God's presence reveals itself with such intensity that it completely alters the rules of access to the holy site. A cloud serves as a metaphor for God's infinite, unreachable nature, inspiring deep awe and reverence [חומש קהת]. At this unique moment, the cloud did not merely hover above the structure as it usually did. Instead, it rested directly upon the Tabernacle and spread its cover over the very entrance of the tent [העמק דבר]. The divine glory was so vast that it enveloped and contained the Tabernacle within it, rather than the building containing the glory [בכור שור].

The reason Moses could not enter is understood in two distinct ways. One approach views this as a physical and spiritual impossibility. Unlike the revelation at Mount Sinai where Moses entered into the cloud, the Tabernacle was so entirely filled with God's glory that there was simply no empty space left for him [אור החיים]. To overcome the intense holiness of this cloud, God would essentially have to hold onto Moses and shield him just to bring him inside [תורה תמימה]. However, the primary approach among commentators is that this was not a matter of physical incapacity, but rather a lack of permission. Once the Tabernacle was erected and sanctified, Moses was no longer authorized to enter whenever he pleased. He had to wait outside until God called him and granted permission, demonstrating the basic respect of waiting for an invitation before entering a home [טור הארוך, אבן עזרא, ביאור שטיינזלץ, פרדס יוסף, בכור שור, קאסוטו]. This restriction applied to the main area within the curtains, just outside the dividing veil [ספורנו], even though Moses held a special status as a trusted member of the household who was uniquely allowed into the innermost sanctuary to cover the Ark before the priests entered [אבן עזרא].

This absolute barrier presents an apparent contradiction, as other accounts describe Moses freely entering the tent to speak with God. Commentators resolve this by explaining that the overwhelming presence of the cloud was a temporary, unique phenomenon reserved exclusively for the day of the Tabernacle's dedication, intended to show God's deep affection for Israel [רשב״ם, חזקוני, ביאור יש״ר]. After that initial period, the cloud withdrew from the entrance and moved upward [רש״י, העמק דבר]. Alternatively, the divine presence contracted from the broader space of the tent and concentrated solely upon the Ark of the Covenant between the cherubim, which then allowed Moses and the priests to enter and perform their service [רשב״ם, חזקוני]. Some even suggest that this specific cloud of dedication was entirely different in nature from the cloud that later guided the Israelites through the desert, which could be entered [פענח רזא].

This monumental event does not stand in isolation. It serves as a direct continuation of the revelation at Mount Sinai, emphasizing that God's presence is not a fleeting, one-time occurrence but a constant companion to the people [קאסוטו]. Furthermore, this scene foreshadows the future dedication of the First Temple built by Solomon, where the priests similarly could not stand and serve because the cloud of God's glory completely filled the building [רשב״ם, חזקוני, קאסוטו]. On a deeper, internal level, God calling Moses from within the cloud teaches that despite the Creator's infinite nature, He actively allows humanity to draw near. Every person carries a spark of Moses within themselves, enabling them to devote themselves to God's will and access the profound depths of Torah and prayer, regardless of the screens and concealments that may seem to block the way [חומש קהת].
