וְאֶת־רוּחִ֖י אֶתֵּ֣ן בְּקִרְבְּכֶ֑ם וְעָשִׂ֗יתִי אֵ֤ת אֲשֶׁר־בְּחֻקַּי֙ תֵּלֵ֔כוּ וּמִשְׁפָּטַ֥י תִּשְׁמְר֖וּ וַעֲשִׂיתֶֽם׃

The ultimate stage of Israel's future purification involves a profound internal transformation. Rather than relying solely on human effort, God will grant the people an inner spiritual strength that ensures a natural and continuous observance of His laws.

What exactly is this new spirit? The primary approach among commentators is that it refers directly to the presence of the Holy Spirit resting upon the nation [רד״ק, ביאור שטיינזלץ]. Others view this as the restoration of prophecy, a gift lost to the Israelites during their long exile [מצודת דוד, אברבנאל]. Because prophecy did not return during the era of the Second Temple, this promise clearly points to a distant, ultimate future [אברבנאל]. Alternatively, this spirit represents a fundamental shift in human nature, granting people an innate, natural pull toward holiness and purity [מלבי״ם, צאינה וראינה, נחל שורק]. A more unique perspective connects this new spirit to the resurrection of the dead. The sheer awe and wonder of witnessing such a profound miracle will be the very catalyst that drives the Israelites to follow God's ways [אברבנאל].

To bring about this change, God will initiate a spiritual awakening within the hearts of the people [מצודת דוד]. This unfolds in two stages: first, an awakening from above where God purifies the nation, followed by a permanent change in human nature that allows people to act from their own internal drive [מלבי״ם]. Once this transformation occurs, the dynamic of sin will change entirely. For the righteous, who spent their lives battling their negative impulses, the urge to sin will be completely removed. For the rest of the people, a small trace of temptation might remain, but God will actively prevent them from carrying out any wrongdoing. If they attempt to sin, a heavenly voice or the forces of nature themselves will intervene to stop them [חומת אנך, נחל שורק].

This renewed dedication is especially evident in their approach to the statutes—Commandments that defy human logic. By focusing on these specific laws, the profound desire of the people to serve God purely for His sake becomes clear. They will constantly reflect on these statutes and eagerly anticipate every opportunity to fulfill the rest of His Commandments [נחל שורק].

Ultimately, this spiritual revolution will bring tangible, physical blessings. Because the Israelites will no longer sin, they will finally live securely in the Land of Israel, entirely free from the fear of another exile. God will support them with extraordinary agricultural abundance, providing plentiful rain, grain, and good fruit, completely erasing the shame of famine they once experienced among the nations [מלבי״ם, צאינה וראינה].
