Building a physical structure is only the first step in creating a space for God to dwell. The physical assembly and arrangement of the Tabernacle do not automatically bring about His presence. Transforming this material structure into a divine sanctuary requires a special dedication ceremony of anointing with oil, which serves as the ultimate and final step of completion [קאסוטו, צפנת פענח]. This act of anointing and sanctification must only take place after the entire physical setup of the Tabernacle is completely finished [העמק דבר, קאסוטו].
Moses is instructed to anoint the Tabernacle along with everything inside it. This instruction treats all the inner vessels as a single, unified group, which is why they are not listed individually, unlike the outer vessels that are detailed separately [קאסוטו]. Through this anointing, the Tabernacle and its vessels become officially holy. This status introduced a unique requirement specific to the Tabernacle: every single vessel and detail was strictly interdependent. The sanctuary only achieved its complete, functional status when all of its vessels were present together. This stands in contrast to the rules that later applied to the permanent Temple, where the absence of a specific vessel did not prevent the rest of the sanctuary from retaining its holiness [צפנת פענח].
A distinct difference exists in the level of holiness achieved by different items within the sanctuary complex. The Tabernacle and its inner vessels are designated simply as holy, whereas the outer altar used for burnt offerings reaches the higher status of holy of holies. This difference stems from how the vessels were utilized during the seven days of inauguration leading up to the final setup. The inner vessels were completely unused during those initial seven days; no incense was burned, and no lamps were lit. As a result, they lacked any holy status until the eighth day, when the anointing oil granted them their initial level of holiness. The outer altar, however, had already been actively used for animal sacrifices during those first seven days, giving it a baseline level of holiness. Therefore, when it was anointed on the eighth day, it was elevated from its existing holy status to the supreme level of holy of holies [העמק דבר].
