וְיוֹסֵ֗ף ה֚וּא הַשַּׁלִּ֣יט עַל־הָאָ֔רֶץ ה֥וּא הַמַּשְׁבִּ֖יר לְכׇל־עַ֣ם הָאָ֑רֶץ וַיָּבֹ֙אוּ֙ אֲחֵ֣י יוֹסֵ֔ף וַיִּשְׁתַּֽחֲווּ־ל֥וֹ אַפַּ֖יִם אָֽרְצָה׃

A dramatic encounter marks the climax of the narrative, the very moment childhood dreams begin to materialize into reality. A built-in paradox defines Joseph's position at this time. On one hand, he is the supreme ruler of the Egyptian empire; on the other, he is actively and directly involved in selling grain to the masses. The primary approach among commentators is that it is highly unusual for a viceroy to personally manage direct sales to ordinary people, leading to a search for the hidden motives behind his actions.

One perspective explains this hands-on approach through practical and political necessities. Joseph did not trust his subordinates with the vast sums of money accumulating, ensuring that not a single measure of grain was sold without his personal seal and approval [ספורנו]. Furthermore, managing a global food distribution network required strict political oversight to guarantee that foreigners did not pose a security threat to the state [ביאור שטיינזלץ, ברכת אשר, ביאור יש״ר]. Beyond politics, his willingness to step down among the people serves as a testament to his immense humility. Despite his absolute authority, he did not rule with arrogance [שפתי כהן] and maintained complete mastery over his own impulses [הדר זקנים].

However, most commentators agree that Joseph deliberately took on the role of the seller as a calculated strategy designed specifically to draw his brothers to him. To guarantee a meeting, he ordered all grain storehouses closed except for one, or established a strict law requiring every foreign buyer to undergo an interrogation and receive his personal approval before making a purchase [רמב״ן, הטור הארוך, רד״ק, חזקוני]. He even enacted special decrees to ensure his brothers would have to make the journey themselves. By forbidding the use of servants to buy grain and limiting the purchase to a single animal's load per person, he forced them to arrive in person, as a group, and at a slow pace [שפתי כהן].

There are differing views on how exactly Joseph managed these transactions. Some suggest he was the actual vendor, physically receiving the money into his own hands [אבן עזרא, שד״ל, חזקוני]. Others explain that he acted in a more supervisory capacity, personally approving the sales and then commanding his officials to supply the goods to the buyers [רד״ק, ביאור יש״ר]. On a spiritual and allegorical level, Joseph was not merely a supplier of physical food. He functioned as a provider of spiritual sustenance, teaching the people and receiving them warmly [תורה תמימה, שפתי כהן]. In this capacity, he is viewed as the pillar and foundation of the world, serving as a channel of blessing for the entire earth [רקנאטי].

When the brothers finally arrive, they bow down, completely flattening themselves upon their faces with their arms and legs fully extended [רש״י]. The exact fulfillment of the childhood dream of the sheaves is brought about through the combination of Joseph's dual roles. His position as the exclusive seller forced the brothers to travel directly to him, while his status as the supreme ruler compelled them to bow down in awe [מלבי״ם, העמק דבר].

Faced with this reality, a natural question arises as to why the brothers did not recognize him, or at least suspect that his old dreams were coming true. The answer lies in their worldview. They were entirely convinced that, according to the laws and culture of Egypt, a slave could never rise to a position of greatness and power. Furthermore, Joseph's childhood dreams had depicted a private, focused dominion over their family alone. Now, they were standing before an imperial ruler who was feeding the entire world. This immense gap in scale and context completely prevented them from connecting their lost brother to the powerful viceroy standing right in front of them [אלשיך].
