וַֽיִּקְרְאוּ֙ אֶל־הַמֶּ֔לֶךְ וַיֵּצֵ֧א אֲלֵהֶ֛ם אֶלְיָקִ֥ים בֶּן־חִלְקִיָּ֖הוּ אֲשֶׁ֣ר עַל־הַבָּ֑יִת וְשֶׁבְנָה֙ הַסֹּפֵ֔ר וְיוֹאָ֥ח בֶּן־אָסָ֖ף הַמַּזְכִּֽיר׃

A tense diplomatic standoff unfolds outside the walls of Jerusalem as a delegation of Assyrian officials arrives and demands an audience with King Hezekiah, calling out for him to emerge and speak with them [מצודת דוד, רלב״ג, ביאור שטיינזלץ]. They direct their demands to the people standing on the city walls and the passersby in the surrounding fields, expecting them to relay the message directly to the king [רד״ק].

However, strict rules of royal protocol dictate that a monarch does not personally go out to meet the ministers of a foreign king. Adhering to this standard, Hezekiah remains inside and instead sends a delegation of three high-ranking officials to represent him [רד״ק, ביאור שטיינזלץ].

Leading this group is Eliakim son of Hilkiah, the official in charge of the royal palace, a title reflecting his status as a highly senior political figure [מצודת דוד, ביאור שטיינזלץ]. His appointment to this prominent role follows a recent political upheaval. The position was previously held by Shebna, who had secretly plotted to rebel against Hezekiah and surrender to Assyria. Once a prophet exposed these hidden intentions to the king, Shebna was stripped of his senior authority, and Eliakim was promoted to take his place [רד״ק].

Despite his demotion, Shebna still accompanies Eliakim, now serving as a scribe responsible for the kingdom's foreign affairs [ביאור שטיינזלץ]. The third member of the royal delegation is Joah son of Asaph, the recorder. Commentators offer different perspectives on the exact nature of his role. Some view him as the government secretary [ביאור שטיינזלץ] or the minister tasked with maintaining the official chronicles and historical records of the kingdom [מצודת דוד]. Another perspective suggests his duties were strictly judicial, acting as the minister responsible for managing court procedures. In this capacity, he was tasked with remembering the exact order in which legal cases were brought before the king to ensure they were heard fairly and in the proper sequence [רש״י].
