וַיֹּ֨אמֶר אֲלֵיהֶ֜ם רַבְשָׁקֵ֗ה הַעַ֨ל אֲדֹנֶ֤יךָ וְאֵלֶ֙יךָ֙ שְׁלָחַ֣נִי אֲדֹנִ֔י לְדַבֵּ֖ר אֶת־הַדְּבָרִ֣ים הָאֵ֑לֶּה הֲלֹ֣א עַל־הָאֲנָשִׁ֗ים הַיֹּֽשְׁבִים֙ עַל־הַ֣חֹמָ֔ה לֶאֱכֹ֣ל אֶת־[צוֹאָתָ֗ם] (חריהם) וְלִשְׁתּ֛וֹת אֶת־[מֵימֵ֥י רַגְלֵיהֶ֖ם] (שניהם) עִמָּכֶֽם׃

During a severe crisis at the walls of Jerusalem, the Assyrian military commander employs blunt psychological warfare designed to crush the morale of the people. Rather than engaging in standard diplomacy, he bypasses the official leadership and speaks directly to the ordinary soldiers and citizens. Addressing the senior Judean representative directly [רד״ק, אברבנאל], the Assyrian commander makes it clear that his message is not a private diplomatic secret between kings. He did not come to show respect to the Judean king or his officials; his sole purpose is to speak to the masses and warn them of the cruel reality that awaits if they choose to continue their rebellion [אברבנאל, ביאור שטיינזלץ].

He directs his warning to the men defending the city walls, threatening that a refusal to surrender will result in a devastating siege by the Assyrian king. The ensuing conditions will bring about extreme starvation and thirst, driving the people to the horrific point of consuming their own bodily waste [רלב״ג, מצודת דוד]. By emphasizing that this outcome will happen to the ordinary citizens alongside the leadership, the commander stresses that this gruesome fate will be shared equally by everyone, from the highest officials to the simplest commoners [מצודת דוד].

The primary approach among commentators highlights a unique feature in how this harsh warning is recorded and traditionally read. There is a deliberate gap between the graphic words written in the text and the cleaner language used when reading it aloud. The original written words use highly crude anatomical terms to describe waste expelled from the lower organs or the discarded remnants of chewed food [רש״י, רד״ק, מצודת ציון]. However, to preserve a standard of proper and clean speech, the public reading softens these expressions, substituting them with slightly more refined terms for excrement and urine.
