The Assyrian siege of Jerusalem reaches a critical point of psychological warfare as the enemy seeks to break the morale of the defenders. The Assyrian spokesman, Rabshakeh, deliberately bypasses the local leadership and directs his message straight to the frightened masses. Earlier, the Judean officials had asked him to speak in Aramaic to keep the negotiations private. Instead, he does the exact opposite, standing up and shouting loudly in the local Judean language.

This calculated move serves two primary purposes. Practically, he wants to guarantee that his message reaches not just the officials standing nearby, but also the soldiers and common people stationed far up on the city walls [ביאור שטיינזלץ]. Beyond the practical tactic, there is a deeply personal and political motive. Rabshakeh was an apostate Jew, and the Judean leaders had previously hinted that speaking his native tongue might make him look like he still favored his original people. To crush any suspicion of dual loyalty, he deliberately shouts in Judean, proving to everyone that he is entirely devoted to the Assyrian king [אברבנאל].

He delivers his message with intense severity and forcefulness [מצודת דוד]. He begins by demanding that the people listen to the words of the great king of Assyria. This public declaration makes it absolutely clear that he speaks with the supreme authority of the Assyrian empire. It reinforces that his goals align strictly with Assyria, completely stripped of any sympathy or connection to his former people [אברבנאל].
