וַיָּק֙וּמוּ֙ עַל־עׇמְדָ֔ם וַֽיִּקְרְא֗וּ בְּסֵ֨פֶר תּוֹרַ֧ת יְהֹוָ֛ה אֱלֹהֵיהֶ֖ם רְבִעִ֣ית הַיּ֑וֹם וּרְבִעִית֙ מִתְוַדִּ֣ים וּמִֽשְׁתַּחֲוִ֔ים לַיהֹוָ֖ה אֱלֹהֵיהֶֽם׃ {פ}

While standing, they dedicated a full quarter of the daylight hours to reading from the Torah. Following this reading, they transitioned into a period of confessing their sins and bowing in prayer to God [ביאור שטיינזלץ].

This specific division of time serves as a model for how a proper fast day should be structured, though there are different perspectives on how these blocks of time were arranged. One approach suggests that the mentioned quarters represent the very beginning and the very end of the day. The first quarter is devoted to Torah reading, while the final quarter of the day is reserved for confession and prayer. This timing is intentional, as the physical toll of fasting leaves the heart broken and humbled by the day's end, making it the ideal time for prayer. The unmentioned middle half of the day is meant for deep self-reflection and actively correcting past wrongs, ensuring that the final prayers are genuinely heard. This sequence mirrors the actions of Moses, who only prayed for the people after the sin of the Golden Calf once he had purified them as much as possible [רלב״ג].

Alternatively, another perspective maintains that these activities occurred consecutively during the first half of the day. The first quarter was spent reading the Torah, immediately followed by a second quarter of confession and prayer. The remaining half of the day was also divided into distinct duties. The third quarter was dedicated to studying traditional teachings and reading from the Prophets, while the final quarter was practically focused on providing for the needs of the city's poor [ר' סעדיה גאון].
