בֵּאדַ֡יִן מִֽתְכַּנְּשִׁ֡ין אֲחַשְׁדַּרְפְּנַיָּ֡א סִגְנַיָּ֣א וּֽפַחֲוָתָ֡א אֲדַרְגָּזְרַיָּ֣א גְדָבְרַיָּא֩ דְּתָ֨בְרַיָּ֜א תִּפְתָּיֵ֗א וְכֹל֙ שִׁלְטֹנֵ֣י מְדִֽינָתָ֔א לַחֲנֻכַּ֣ת צַלְמָ֔א דִּ֥י הֲקֵ֖ים נְבוּכַדְנֶצַּ֣ר מַלְכָּ֑א (וקאמין) [וְקָֽיְמִין֙] לׇקֳבֵ֣ל צַלְמָ֔א דִּ֥י הֲקֵ֖ים נְבֻכַדְנֶצַּֽר׃

A grand royal assembly in Babylon reaches its peak as the entire leadership of the empire gathers before a massive statue erected by King Nebuchadnezzar. At this exact moment, a vast array of high-ranking officials arrives, including satraps, deputies, governors, counselors, treasurers, judges, and chief police officers [מצודת דוד, אבן עזרא, ביאור שטיינזלץ].

The purpose of this gathering, and how much these leaders actually knew about it, is a matter of discussion. One perspective suggests that these ministers were explicitly invited for the statue's dedication. They arrived with the clear understanding that they were about to accept Nebuchadnezzar's golden rule forever. By doing so, they acted as representatives, showing that their submission was done with the full consent of the nations they governed [מלבי״ם]. On the other hand, another approach argues that the leaders simply showed up in massive numbers, without a single person missing, purely out of obedience to the king's order. According to this view, they had no idea what was actually going to be demanded of them and assumed their only duty was to stand before the monument [אלשיך].

Regardless of their initial awareness, they were all required to stand directly in front of the statue [מצודת דוד]. This specific positioning served a clear political purpose. The king could have easily commanded every person across his vast empire to bow to the statue from afar, each in their own city. However, Nebuchadnezzar wanted their submission to happen with an actual physical presence. Since it was impossible to fit the entire population of the empire in one location, he gathered their leaders and ministers instead. By having these officials stand directly before the monument as messengers and representatives, the king secured a binding, universal agreement from all the nations under his control [מלבי״ם].
