וַיֹּאמְר֗וּ לְמֶ֣לֶךְ אַשּׁוּר֮ לֵאמֹר֒ הַגּוֹיִ֗ם אֲשֶׁ֤ר הִגְלִ֙יתָ֙ וַתּ֙וֹשֶׁב֙ בְּעָרֵ֣י שֹׁמְר֔וֹן לֹ֣א יָֽדְע֔וּ אֶת־מִשְׁפַּ֖ט אֱלֹהֵ֣י הָאָ֑רֶץ וַיְשַׁלַּח־בָּ֣ם אֶת־הָאֲרָי֗וֹת וְהִנָּם֙ מְמִיתִ֣ים אוֹתָ֔ם כַּאֲשֶׁר֙ אֵינָ֣ם יֹדְעִ֔ים אֶת־מִשְׁפַּ֖ט אֱלֹהֵ֥י הָאָֽרֶץ׃

A severe crisis unfolds in the newly settled cities of Samaria as a deadly plague of lions ravages the population. The servants of the Assyrian king report this disaster to their ruler, interpreting the animal attacks as a direct divine punishment [מצודת דוד, ביאור שטיינזלץ]. The victims of these attacks are the foreign nations uprooted from places like Babylon and Cuthah [מצודת דוד]. Their relocation was not a traditional captivity, but rather a forced migration and displacement from their original homes [רד״ק].

The king's advisors explain that these relocated people are suffering because they are ignorant of the laws of the God of the land. This reasoning is based on the ancient belief that every region is governed by its own local deity. Consequently, the servants conclude that the new inhabitants must learn the specific rules of this local god in order to safely survive in the territory [ביאור שטיינזלץ].

This situation raises a broader question regarding divine justice: why are these nations suddenly facing death for their idol worship now, when they never faced such consequences in their native countries? The distinction lies in the location itself. God did not strictly hold them accountable for their practices while they lived in foreign territories. However, once they are placed within His sacred land, He demands strict and rigorous adherence to His laws [מצודת דוד].

The events highlight two distinct layers to this destruction [מלבי״ם]. The first layer is one of direct divine intervention. God intentionally sends the lions as a punishment to teach the new inhabitants that there is a Master and Judge over the world. The second layer reveals a reality where active divine involvement is no longer necessary for their destruction. Because the people fail to recognize the laws of God, they lose their inherent human image. Stripped of this unique spiritual status, the lions no longer view them as humans, but simply treat them as ordinary animals to be hunted as natural prey.
