Following a profound divine revelation, Moses steps out of the private, enclosed space of the Tabernacle and enters the public sphere of the Israelite camp. His mission is to deliver God's message and establish a new tier of leadership to help guide the nation. This moment highlights both the practical execution of a divine command and Moses's extraordinary humility.

Upon addressing the nation, Moses informs them about the meat that will arrive the following day. Some commentators suggest that his message included a stark warning that the meat would bring disaster, hoping to inspire the more thoughtful among the people to repent, though they ultimately did not listen [מלבי״ם, רש ר הירש]. Another perspective suggests that at this specific moment, Moses only instructed the people about gathering the elders, planning to share the news about the meat later [אור החיים]. This raises a question regarding the sequence of events, as God had originally commanded Moses to gather the elders before speaking to the nation. God prioritized the command about the elders to directly address Moses's complaint about bearing the burden of leadership alone. However, Moses pragmatically understood that it was more effective to address the general public first before assembling the new leadership [אור החיים].

Moses then proceeds to gather seventy elders. This action stands in sharp contrast to ordinary human nature. While people typically guard their authority and succumb to jealousy, Moses willingly and selflessly prepares others to share in his leadership and prophetic gift [צרור המור]. The gathering occurs immediately, without any period of isolation or preparation for the elders. This immediacy demonstrates that their newfound prophetic ability does not stem from their own natural readiness, but rather from direct divine providence, as the spirit of prophecy is temporarily extended from Moses to them [אלשיך].

Selecting exactly seventy men from twelve tribes presented a challenge, as an uneven distribution could easily spark jealousy. The primary approach among commentators is that Moses selected six representatives from each tribe, totaling seventy-two men, and conducted a lottery. Seventy men drew lots marked for the eldership and were chosen, while the remaining two drew blank lots and were excluded. Conversely, another view suggests that the two remaining men were indeed selected as part of the seventy. However, driven by deep humility and a desire to avoid positions of power, they voluntarily remained in the camp rather than joining the assembly [רלב״ג, חומש קה״ת].

Once assembled, the elders are stationed around the outside of the Tabernacle [אוהב גר]. They remain outside because Moses himself only enters the Tabernacle when explicitly summoned by God. Furthermore, God intends for these elders to experience only a temporary and spontaneous prophetic revelation, in contrast to Moses's permanent prophetic connection inside the tent. Therefore, they are stationed outside, a position that does not require the intense spiritual fortification necessary for entering the sacred space [מלבי״ם]. Rather than gathering them at the entrance, as is customary for public assemblies, Moses places them entirely around the structure. This carries a symbolic purpose: each elder is positioned facing his own tribe's camp. It illustrates that while they serve the entirety of Israel in their capacity as prophets, their practical authority as elders is limited to leading their own respective tribes [העמק דבר].
