כִּ֖י יֹאמַ֑ר הֲלֹ֥א שָׂרַ֛י יַחְדָּ֖ו מְלָכִֽים׃

The King of Assyria is consumed by an immense pride and an absolute sense of control, attributing his sweeping military successes entirely to his own power. This deep-seated arrogance stems from a complete refusal to acknowledge that he is merely a tool and a rod in the hand of God [רש״י]. Instead of recognizing his role in a divine plan, he boasts of his massive strength and numerous army camps [מלבי״ם], convincing himself and his people that absolutely no city or kingdom can withstand his advance [רד״ק].

The primary approach among commentators is that the Assyrian king boasts about the extraordinary power of his subordinates. In his eyes, every single officer under his command holds the authority and importance of a king, backed by the massive armies they lead [מצודת דוד, מלבי״ם, רד״ק]. When sent to govern a province, an officer wielded the exact same governing power as a local monarch [ביאור שטיינזלץ]. There are different ways this dynamic unfolded in practice. Some explain that these men began as regular military officers but were eventually elevated to rule over entire nations as kings [אבן עזרא]. Others suggest that the actual kings of the nations he conquered were reduced to serving as mere subordinate officers within his expanding empire [רד״ק].

A completely different perspective flips this relationship entirely. According to this view, it makes little sense for a supreme emperor to elevate his officers by calling them kings, since an emperor can easily replace or humiliate his officials at will. Instead, the boast is that all the independent kings of the earth are nothing more than his personal officers. By reducing foreign monarchs to the status of mere appointed servants, the Assyrian king feeds his delusion that he can easily conquer any ruler he chooses [שד״ל].
