וִֽ֭ירוֹמְמוּהוּ בִּקְהַל־עָ֑ם וּבְמוֹשַׁ֖ב זְקֵנִ֣ים יְהַלְלֽוּהוּ׃

Expressing gratitude to God after surviving a life-threatening ordeal is more than just a private moment of relief. It demands a public declaration, a shared acknowledgment of the rescue. This responsibility rests heavily on those who travel the seas, or indeed on anyone who has been saved from the various dangers detailed throughout the broader psalm [רד״ק]. Sharing the story of survival is particularly crucial for seafarers. Since the average person never experiences the ocean and its unique terrors, those who return safely have a special duty to relate what they witnessed to others [אבן עזרא].

The proper setting for this expression of thanks requires a large public gathering [מצודת דוד], specifically in a place where the community's wise elders sit [ביאור שטיינזלץ]. This framework serves as the foundation for the Jewish law requiring a person who survives a dangerous situation to offer thanks to God in the presence of ten people, at least two of whom must be scholars [רש״י].

When observing how this gratitude is expressed, a subtle distinction emerges between the general public and the scholars. The masses are called to exalt God, while the elders simply praise Him. This difference reflects a deeper spiritual reality. The general public often finds it difficult to fully recognize God's greatness unless they are exposed to clear, open miracles, making the language of exaltation appropriate for them. In contrast, the wise elders maintain a constant awareness of His greatness, even without the intervention of dramatic miracles, so the standard language of praise is fitting [אלשיך].

Despite these different levels of spiritual awareness, the act of thanksgiving remains a single, unified event. There are not two separate gatherings, but rather one community composed of both the general public and the scholars. As the wise elders listen to the survivors recount their miraculous rescues, they unite with the rest of the people, and together they praise and exalt God [רד״ק, אלשיך].
