On a physical level, this divine power manifests through extreme changes in the natural environment. Regions once overflowing with rivers and abundant water are dried up, turned into barren and desolate wastelands [אבן עזרא, ביאור שטיינזלץ, מצודת דוד]. The very springs and deep sources that feed these rivers [אבן עזרא, מלבי"ם, המאירי] are transformed into places of absolute thirst [מצודת ציון]. Some view this dual imagery of drying rivers and failing springs as a poetic repetition meant to emphasize the sheer totality of the drought [מצודת דוד].

The primary approach among commentators is that such a dramatic shift in nature, from blessing to ruin, is never arbitrary.
