The answer lies in the reality that God fills both heaven and earth. Because He is present throughout the entire world, He is already standing in the exact hiding spot a person might choose [מצודת דוד]. As a result, everything is completely exposed before Him, and human ideas of being near or far lose all meaning [ביאור שטיינזלץ].
The idea that God fills the world is a metaphor meant to express that He is everywhere. God is not a physical body that takes up physical space; rather, His active supervision is present in every corner of heaven and earth. This concept is similar to the historical account of God's glory filling the Tabernacle, which referred to the revelation of a specially created light.
