I Kings 8:29Sefaria

King Solomon offers a profound plea for God's constant watchfulness over the newly built Temple. He asks for a continuous, unending protection, a divine gaze that never turns away. The core of this request is that God should actively listen to the prayers spoken directly inside the sacred space

Solomon's prayer addresses the Temple in two distinct ways, reflecting two possible spiritual states of the people. In an ideal state, when the nation is worthy, God's presence rests intimately within the physical structure of the Temple. During these times, His supervision is direct and immediate, and He receives the prayers right inside the building itself. However, if the people falter spiritually and lose this merit, the primary divine presence departs from the physical structure and ascends to heaven. Yet, even in this diminished spiritual state, God continues to watch over the site from above because it remains forever designated for His name. Under these circumstances, the prayers spoken in the Temple act as a ladder, rising up to heaven where they are ultimately heard and accepted [מלבי״ם].

This relationship is similar to a king who has his own royal palace, as well as a separate home built for his children. When the king spends time with his children, he watches over them closely from within their own residence. But even if he leaves and returns to his main palace, he still looks out from a distance, keeping a protective eye on his children's home because his name is permanently attached to it [מלבי״ם].
