I Kings 8:52Sefaria

Solomon’s concluding prayer expresses a deep desire for an unbroken, open connection between God and the Israelites. The focus is on securing constant divine attention to their prayers, regardless of a person’s social standing, geographic location, or the specific hardship they face. In fact, the very reason God brought the nation out of Egypt was to maintain this constant, watchful care over them [מצודת דוד].

The plea encompasses the entire nation by addressing both the individual and the collective. It asks God to listen to the prayers of the masses, as well as the personal prayers of the individual, particularly the righteous person who serves Him Furthermore, the very identity of the nation carries its own distinct merit. Simply invoking their name is enough to awaken God's mercy and rescue the people from their troubles

This divine attention extends far beyond the physical borders of the Temple. One approach suggests that this request specifically applies to times of exile, asking God to listen when the people pray in the direction of the Temple as best as they can [רלב״ג]. A broader perspective maintains that God will hear their prayers from foreign lands even if they do not direct their focus toward the Temple at all. Because God set the Israelites apart as His special inheritance, His watchful care over them is rooted in their very essence and their unique relationship with Him

Finally, the appeal for God to listen whenever they call covers every conceivable type of request. It ensures a divine response for any matter brought before Him in prayer This includes answering them in any time of distress, with the condition that their cry to God is joined with genuine repentance and a return to His path [רד״ק].
