וַיֹּ֤אמֶר אַחְאָב֙ אֶל־עֹ֣בַדְיָ֔הוּ לֵ֤ךְ בָּאָ֙רֶץ֙ אֶל־כׇּל־מַעְיְנֵ֣י הַמַּ֔יִם וְאֶ֖ל כׇּל־הַנְּחָלִ֑ים אוּלַ֣י ׀ נִמְצָ֣א חָצִ֗יר וּנְחַיֶּה֙ ס֣וּס וָפֶ֔רֶד וְל֥וֹא נַכְרִ֖ית מֵהַבְּהֵמָֽה׃

A severe drought drives King Ahab into a desperate search across the land, hoping to locate water sources and save the kingdom's livestock from total destruction. He orders Obadiah to scout every spring and stream in search of grass and vegetation suitable for animal feed, ensuring the horses and mules can be sustained. The primary approach among commentators is that this mission was a critical effort to prevent the complete loss of the animal population, which would leave the people entirely disconnected from their livestock.

Beyond the immediate physical concern for the animals, Ahab’s search reveals a deeper spiritual strategy regarding the relationship between humanity, nature, and God's providence. Because humans possess free will, they are held accountable and punished for their wrongdoings with the ongoing drought. Animals, on the other hand, are bound by a natural covenant with God that guarantees their survival regardless of moral actions. Ahab’s hidden intention in prioritizing food for the livestock was to rely on their inherent merit. He hoped that by keeping the animals alive, God would send rain to fulfill His covenant with them, and through their salvation, the human population would ultimately be saved as well [מלבי״ם].
