בָּר֣וּךְ יְהֹוָ֗ה אֲשֶׁ֨ר נָתַ֤ן מְנוּחָה֙ לְעַמּ֣וֹ יִשְׂרָאֵ֔ל כְּכֹ֖ל אֲשֶׁ֣ר דִּבֵּ֑ר לֹֽא־נָפַ֞ל דָּבָ֣ר אֶחָ֗ד מִכֹּל֙ דְּבָר֣וֹ הַטּ֔וֹב אֲשֶׁ֣ר דִּבֶּ֔ר בְּיַ֖ד מֹשֶׁ֥ה עַבְדּֽוֹ׃

Solomon stands before the assembled nation, ready to offer his blessing, yet he pauses to direct his first words of praise to God [מצודת דוד]. His gratitude centers on a monumental milestone: the achievement of national peace and the realization of ancient divine promises, culminating in the construction of the Temple and the placement of the Ark of the Covenant in its permanent home [ביאור שטיינזלץ].

The primary approach among commentators is that Solomon's thankfulness for the rest granted to Israel refers back to an explicit promise in the Torah. God had assured the nation that He would provide them relief from their surrounding enemies, allowing them to live securely in their land [רש״י, רד״ק, רלב״ג]. This physical peace from war was a strict requirement. Without it, the construction of the Temple could not proceed. Only after true security from enemies was established could God fulfill His promise to designate a specific, permanent place for His presence to dwell [מלבי״ם].

Solomon emphasizes that not a single detail of these promises failed or was left lacking [מצודת דוד, ביאור שטיינזלץ]. Every aspect of God's word was brought to complete and absolute reality [מלבי״ם]. Beneath this perfect fulfillment lies a profound display of God's kindness. Generally, when a prophet delivers a positive promise in God's name, it must come true so the prophet is not viewed as a liar. However, if the nation sins, that promise might only be partially realized. By stressing that nothing was missing, Solomon points out that although the people's past mistakes could have justified a lesser outcome, God chose out of His immense goodness to grant the promise in its entirety.

Furthermore, highlighting that these promises were delivered through Moses carries an additional layer of meaning. Moses holds a unique, unshakeable position as the master of prophets. His credibility is so absolute that even if the promises had not been fulfilled at all, the people would never have doubted him or questioned his prophecy. Despite this, God in His mercy still chose to bring every promise made through Moses to perfect completion [צוארי שלל, חומת אנך].
