Exodus 29:28Sefaria

The bringing of a peace offering involves a shared experience, where the meat is meant to be eaten by the individual who brings it. Yet, a permanent standard is established for how these sacrifices are divided, ensuring that those who serve in the Tabernacle receive their rightful portion. The primary approach among commentators is that while peace offerings fundamentally belong to the owners who bring them, a lasting rule dictates that the breast and the thigh must be given to the priests. This is not merely a temporary instruction for the one-time ram of ordination offered during the dedication of the Tabernacle; rather, it is a permanent commandment for all future generations

The reason for this specific gift is that these portions are lifted and separated from the rest of the sacrifice Some note that the focus of this separation is particularly on the thigh. While the breast is inherently considered dedicated to God from the outset, the thigh would normally remain the property of the owner. It is specifically separated and elevated because it represents the choicest part of the meat [העמק דבר]. By taking these prime cuts from the peace offerings that the Israelites would otherwise eat, the owners elevate a portion of their own food and dedicate it to God

One might wonder how this portion is considered given to God if, in practice, the priests are the ones who consume it. The answer lies in the act of giving itself: presenting the food to God's devoted servants is the very mechanism of giving it to Him [ביאור שטיינזלץ].

A more conceptual interpretation shifts the focus, suggesting that the idea of an elevated offering actually refers to Aaron the priest himself. Just as the Israelites are separated from the rest of the nations, the priests are separated from the rest of the Israelites, becoming a living offering dedicated entirely to God. This creates a profound harmony between the person and the portion. Since both the priest and the specific cuts of meat are designated as elevated offerings, it is deeply fitting that the priest—an offering himself—consumes the meat that is an offering, as both are united in their complete dedication to God [חתם סופר].
