I Kings 8:3Sefaria

The grand procession to bring the Ark of the Covenant into the Holy of Holies took place after an eleven-month wait following the completion of the Temple. This delay allowed time to gather the nation after the harvest season and to handle the vast logistics of such a massive public gathering. Additionally, God orchestrated the timing to align with the month of Tishrei, the birth month of Abraham, to clear away any doubts the people held regarding Solomon's worthiness to build the Temple [אברבנאל].

During this monumental event, the division of roles was strictly maintained. The elders of Israel gathered to be present and to show honor to God, but they were not the ones who physically moved the sacred chest [מלבי״ם, רלב״ג]. Instead, the priests took on the responsibility of carrying the Ark, making sure to transport it properly on their shoulders rather than placing it on a wagon [ביאור שטיינזלץ].

Typically, the task of carrying the Ark belonged to the Levites. However, the final destination required a shift in duty. The Ark was being taken into the Holy of Holies, the most sacred space, where only the High Priest is permitted to enter, and only on the Day of Atonement. Because a single person cannot carry the Ark alone, the responsibility fell to the next most holy group: the regular priests. Even though other biblical records mention the Levites carrying the Ark during this event, there is no actual contradiction. Every priest is by definition a descendant of the tribe of Levi, and historical records sometimes refer to them by this broader tribal name. From this specific event, a permanent rule was established for times when repairs are needed inside the Holy of Holies. The priority for entry always begins with the High Priest; if he is unavailable, regular priests enter, and only as a last resort are Levites permitted inside [רלב״ג, אברבנאל].

Priests carrying the Ark was an exceptionally rare occurrence. The ancient sages identify only three moments in history when this happened: during the crossing of the Jordan River, while circling the walls of Jericho, and when the Ark was "returned to its place." There are different understandings of what this third instance actually was. Some view it as the time King David fled from his son Absalom, suggesting that Solomon's later placement of the Ark simply falls under the same general category of returning it [רד״ק]. Others argue that David never took the Ark of the Covenant with him when he fled, but rather took a different chest containing the sacred breastplate with the Urim and Thummim. According to this view, the third historical instance of the priests carrying the Ark is this exact moment: bringing it to its final resting place within the Holy of Holies [אברבנאל].
