וַיֹּ֥אמֶר פַּרְעֹ֖ה אֶל־יוֹסֵ֑ף רְאֵה֙ נָתַ֣תִּי אֹֽתְךָ֔ עַ֖ל כׇּל־אֶ֥רֶץ מִצְרָֽיִם׃

The practical leadership of the Egyptian empire dramatically shifts into the hands of Joseph. Pharaoh officially grants him broad powers, completing his sudden transformation from a prisoner into the actual ruler of the nation.

Pharaoh urges Joseph to look closely at the situation, yet this is not a request to simply observe his surroundings. Instead, it is a demand for deep reflection and the assumption of heavy responsibility. Pharaoh encourages Joseph to use his intellect to guide the nation toward the best possible outcome, recognizing the massive weight of the task entrusted to him [ספורנו, רד״ק]. This call also serves to push him into immediate action, emphasizing that the survival of an entire country now depends on his decisions [העמק דבר].

Although Joseph is already physically present in Egypt, his new placement over the land is not a matter of location. The primary approach among commentators is that this represents an official appointment to a position of supreme authority and power [רש״י, מזרחי, שפתי חכמים, אבי עזר]. This elevation mirrors similar historical appointments, such as Daniel being made ruler over the province of Babylon [רבנו בחיי].

This verbal appointment does not happen in a vacuum. It occurs at the exact moment Pharaoh removes his royal ring and hands it to Joseph, effectively making him the king's direct agent and substitute [רשב״ם, רש ר הירש, ביאור יש״ר, יהל אור]. While Pharaoh previously granted Joseph a general appointment over his royal household, this moment specifically expands his authority over the entire land to manage the looming famine crisis. Pharaoh personally authorizes Joseph to take complete control of the national economy, giving him the power to collect, store, and sell grain as needed. To execute this massive operation without bureaucratic delay, the king's ring is essential for signing government decrees [אברבנאל, ביאור יש״ר, ביאור שטיינזלץ]. Ultimately, this final declaration elevates Joseph to an absolute and unmatched level of government control, even higher than what was previously established [מלבי״ם].
