Instead of relying on open military force, a cunning ruler can infiltrate and dominate wealthy territories by masking his true ambitions with false generosity and an illusion of peace. This ruler arrives using deceit, temptation, and smooth words to convince the locals of his goodwill [מצודת דוד, יוסף אבן יחיא]. His true targets are the wealthiest regions where vast treasures of silver and gold are stockpiled [מצודת דוד, ביאור שטיינזלץ]. Because he presents himself as a friend, the local inhabitants lower their defenses. This allows him to spy on their riches completely unhindered [מצודת דוד] and ultimately plunder significant property [מלבי״ם].

To further his scheme, the ruler employs an unprecedented strategy by distributing an abundance of wealth to the local population. Commentators offer two complementary motives for this lavish behavior.
