בְּשַׁלְוָ֞ה וּבְמִשְׁמַנֵּ֣י מְדִינָה֮ יָבוֹא֒ וְעָשָׂ֗ה אֲשֶׁ֨ר לֹא־עָשׂ֤וּ אֲבֹתָיו֙ וַאֲב֣וֹת אֲבֹתָ֔יו בִּזָּ֧ה וְשָׁלָ֛ל וּרְכ֖וּשׁ לָהֶ֣ם יִבְז֑וֹר וְעַ֧ל מִבְצָרִ֛ים יְחַשֵּׁ֥ב מַחְשְׁבֹתָ֖יו וְעַד־עֵֽת׃

Instead of relying on open military force, a cunning ruler can infiltrate and dominate wealthy territories by masking his true ambitions with false generosity and an illusion of peace. This ruler arrives using deceit, temptation, and smooth words to convince the locals of his goodwill [מצודת דוד, יוסף אבן יחיא]. His true targets are the wealthiest regions where vast treasures of silver and gold are stockpiled [מצודת דוד, ביאור שטיינזלץ]. Because he presents himself as a friend, the local inhabitants lower their defenses. This allows him to spy on their riches completely unhindered [מצודת דוד] and ultimately plunder significant property [מלבי״ם].

To further his scheme, the ruler employs an unprecedented strategy by distributing an abundance of wealth to the local population. Commentators offer two complementary motives for this lavish behavior. One approach suggests that he gives away his spoils to buy the hearts of the people, drawing them in so they will willingly accept his rule [רש״י, יוסף אבן יחיא]. Another perspective views this as a sophisticated act of camouflage. By scattering riches acquired from previous conquests, the king projects immense personal wealth. This tricks the locals into believing he has no interest in taking their money, perfectly masking his true intention to spy on them [מצודת דוד].

Behind this elaborate mask of generosity, the ruler secretly plots to seize control of the fortresses guarding the region's wealth [מצודת דוד, מלבי״ם]. His hidden strategy involves either installing his own military commanders within the existing strongholds to cement his authority [רש״י], or constructing entirely new fortresses to house his troops [ביאור שטיינזלץ]. All these calculated plans are kept strictly confidential until the perfect moment arises to launch an actual conquest [מצודת דוד, ביאור שטיינזלץ]. This delay might be a relatively short wait [יוסף אבן יחיא], or a calculated tactical pause, such as sending his army away for winter rest with the full intention of returning to strike the following year [מלבי״ם].
