וַיֹּ֣אמֶר שָׁא֣וּל פֻּ֣צוּ בָעָ֡ם וַאֲמַרְתֶּ֣ם לָהֶ֡ם הַגִּ֣ישׁוּ אֵלַי֩ אִ֨ישׁ שׁוֹר֜וֹ וְאִ֣ישׁ שְׂיֵ֗הוּ וּשְׁחַטְתֶּ֤ם בָּזֶה֙ וַאֲכַלְתֶּ֔ם וְלֹא־תֶחֶטְא֥וּ לַיהֹוָ֖ה לֶאֱכֹ֣ל אֶל־הַדָּ֑ם וַיַּגִּ֨שׁוּ כׇל־הָעָ֜ם אִ֣ישׁ שׁוֹר֧וֹ בְיָד֛וֹ הַלַּ֖יְלָה וַיִּשְׁחֲטוּ־שָֽׁם׃

To prevent a widespread spiritual failure, Saul steps in swiftly to stop the people from the severe sin of consuming meat before its blood is properly drained. He establishes a central, supervised system for preparing the food, ordering his attendants to spread out across the entire camp to broadcast this new directive to the public [רש״י, מצודת דוד, רלב״ג, רד״ק]. The command requires every individual to bring their ox or sheep directly to him [מצודת ציון, ביאור שטיינזלץ].

The specifics of Saul's command are understood in two primary ways. One approach suggests he was referring to a specific physical location. He demanded that all preparation take place at a central site, near the large stone or altar he had set up. By concentrating the activity in one area, Saul ensured that the blood of the animals could be immediately and properly sprinkled on the altar, while also allowing the people to supervise one another [מלבי״ם, מצודת דוד, רלב״ג, ביאור שטיינזלץ]. Alternatively, another perspective focuses on the tool used for the task. According to this view, Saul presented an inspected, flawless knife to the crowd, instructing them that the slaughtering must only be done using an approved tool of the exact same standard [רש״י, רד״ק].

Regardless of the method, the ultimate goal was to prevent the people from sinning against God by eating meat with its blood [רד״ק, מנחת שי]. The public strictly obeyed this new protocol, bringing their animals to be prepared that very night. The fact that this took place at night highlights the nature of the animals being consumed. Unlike sacred offerings to God, which must be processed during the daylight hours, these were ordinary animals meant for regular consumption, a process that is entirely permissible after dark [רש״י].
