וּמִ֨י יִתֵּ֜ן אֶת־הָעָ֤ם הַזֶּה֙ בְּיָדִ֔י וְאָסִ֖ירָה אֶת־אֲבִימֶ֑לֶךְ וַיֹּ֙אמֶר֙ לַאֲבִימֶ֔לֶךְ רַבֶּ֥ה צְבָאֲךָ֖ וָצֵֽאָה׃

Ambition and self-confidence reach their peak in a bold, public challenge for power. Gaal openly wishes for control over the people, declaring that if they would only place themselves under his authority, he would fight Abimelech and strip him of his throne completely [מצודת דוד, מלבי״ם, ביאור שטיינזלץ].

Since the people of Shechem were already in a state of rebellion, the exact nature of this proposed removal requires clarification. The intention is an absolute and permanent elimination of Abimelech's rule. Gaal wants to ensure that even if the people of Shechem were to change their minds and desire peace in the future, reconciliation would be entirely impossible [רד״ק].

Because Abimelech was not physically present during this declaration, the delivery of the challenge takes on a specific form. The primary approach among commentators is that Gaal sent a taunting message through those listening. He likely spoke in front of Zebul, Abimelech's officer, or commanded the bystanders to inform their leader of the uprising and deliver the threat [רש״י, מצודת דוד, מלבי״ם, ביאור שטיינזלץ]. Alternatively, [רד״ק] suggests that Gaal spoke rhetorically, shouting his challenge as if his rival were standing right in front of him.

The dare itself is a direct invitation to war. Gaal challenges his enemy to gather and increase his army as much as possible [מצודת דוד, מצודת ציון], and to march out to the battlefield to prove his greatness and see who will emerge victorious [רש״י, מצודת דוד, רד״ק]. Delivering such a provocative message to establish the time and place for a battle was a common practice of the era [ביאור שטיינזלץ].
