וְדִֽי־חֲזַ֜יְתָה רַגְלַיָּ֣א וְאֶצְבְּעָתָ֗א (מנהון) [מִנְּהֵ֞ן] חֲסַ֤ף דִּֽי־פֶחָר֙ (ומנהון) [וּמִנְּהֵ֣ין] פַּרְזֶ֔ל מַלְכ֤וּ פְלִיגָה֙ תֶּהֱוֵ֔ה וּמִן־נִצְבְּתָ֥א דִֽי־פַרְזְלָ֖א לֶֽהֱוֵא־בַ֑הּ כׇּל־קֳבֵל֙ דִּ֣י חֲזַ֔יְתָה פַּ֨רְזְלָ֔א מְעָרַ֖ב בַּחֲסַ֥ף טִינָֽא׃

The vision of the great statue culminates in its feet and toes, representing a fourth kingdom. This empire is defined by a deep inner contradiction, built from an unstable blend of unyielding iron and fragile potter's clay.

The fundamental nature of this kingdom is division. It is fractured, with certain factions possessing the crushing might of iron while others suffer the fragility of clay. This fracture points to the historical splitting of the Roman empire into two distinct nations, Edom and Ishmael. The balance of power between these two forces is never permanent; supremacy constantly shifts back and forth as they vie for control [מלבי״ם].

Despite this inherent weakness and division, the raw power of the iron is not lost. The strength of the iron actively influences the weaker clay elements, though commentators view this dynamic in different ways. One perspective suggests a political alliance where a weak ruler draws authority from his association with a powerful counterpart, commanding fear and respect solely through that partnership [רש״י]. Another view proposes a more direct reliance, where the strong factions actively defend and sustain the weaker ones to prevent their total collapse, bound together by their shared existence [מצודת דוד]. Additionally, this blending indicates that even within the weakest segments of the empire, powerful individuals will still emerge [מלבי״ם].

Yet, the exact nature of this mixture reveals the true balance of power within the kingdom. The iron is mixed into the clay, rather than the clay being added to the iron. This shows that the empire is not an equal partnership of strength and fragility. Its core foundation and primary substance is the weak, brittle clay. The strong iron is ultimately just a secondary element scattered within a fundamentally fragile structure [אלשיך].
