בְּכׇל־זֹ֥את חָֽטְאוּ־ע֑וֹד וְלֹֽא־הֶ֝אֱמִ֗ינוּ בְּנִפְלְאוֹתָֽיו׃

A tragic cycle defined the journey of the Israelites through the desert: witnessing supernatural events, receiving punishment for their failures, and immediately returning to complaints and doubts. Even after seeing God actively punish wrongdoers [מצודת דוד] and watching Him fulfill their demands by providing them with meat [מלבי״ם], the people still continued to complain and test Him [אלשיך, ביאור שטיינזלץ].

The primary approach among commentators is that this continued rebellion refers first and foremost to the sin of the spies. However, others view this as a much broader pattern of behavior. This ongoing defiance includes the ten distinct times the Israelites tested God in the desert [אבן עזרא], as well as their repeated complaints about the manna, the rebellion of Korah, and the conflict over water at Meribah [רד״ק, מאירי, אלשיך].

The root of these repeated failures was a profound lack of faith. Despite experiencing undeniable miracles in Egypt and the desert, the people could not apply those experiences to their future. They doubted that the same God who performed these wonders would be able to conquer the seven nations of Canaan and bring them safely into the Land of Israel [רד״ק, אלשיך, מלבי״ם]. Another perspective suggests their lack of faith ran even deeper. Rather than just doubting the future, they may have denied the past miracles entirely, dismissing God's wonders as mere human tricks or acts of deception [מאירי].
