וַיְפַתּ֥וּהוּ בְּפִיהֶ֑ם וּ֝בִלְשׁוֹנָ֗ם יְכַזְּבוּ־לֽוֹ׃

The Israelites turned to God with a false display of repentance, attempting to appease Him with words alone rather than genuine change. They offered empty declarations, making promises and declaring they would do what is right, while harboring no actual intention of keeping their word [אלשיך]. The primary approach among commentators is that this behavior reflects the people's deeply flawed perspective. They imagined they could win God over with flattery, treating Him as they would a human friend. They operated under the illusion that they could persuade Him, acting as though God does not examine the human heart or see their hidden motives [אבן עזרא, מצודת דוד, מאירי]. This deceit functioned on multiple levels, involving both superficial, outward speech and a deeper, calculated intellectual dishonesty [מלבי״ם].

Despite the insincere nature of their return, God did not reject them entirely. Instead, He granted them a partial pardon and calmed His anger. This response served a crucial educational purpose. Human beings can only witness outward acts of repentance; they cannot see what truly lies within the heart. If God had completely ignored their pleas, onlookers might mistakenly conclude that the process of repentance is useless. To prevent people from despairing and abandoning repentance altogether, God responded with a measure of forgiveness toward their outward display of regret [רד״ק].

Furthermore, there is a fundamental difference between the prayer of an individual and that of a community. While an individual's prayer is unaccepted if it lacks deep sincerity and true devotion, the dynamics shift when an entire public prays together. The collective power of the community is so immense that it awakens God's mercy. Because of this communal strength, God provides atonement even when the people's words are insincere and driven merely by a desire to outwardly appease Him [תורה תמימה].
